先日、国会で与野党が犬肉廃止に向けての意思表明・法案発議をおこない「韓国犬食用禁止」に向けて政界が声を一体化していますが（※詳細は2つ前の投稿をお読みください）、憂慮すべき点もゼロではありません。
ここ十数年間、市民の呼びかけで犬肉禁止の法案発議が何度も行われた。しかし所管の農林畜産食品部、食品医薬品安全処、環境部が繰り返し主張する「社会的合意」という曖昧過ぎる言葉や政府の意志薄弱さが足かせとなりなかなか進展しなかった。
2017年に「犬肉農場の段階的閉鎖および補償案」(by イ·ジョンミ議員)、2018年に「犬肉廃止の『トリプル法案』(by ハン·ジョンエ議員、ピョ·チャンウォン議員、イ·サンドン議員)、2020年12月には「犬猫屠殺および食用販売禁止法案」(by ハン·ジョンエ議員)などが国会で発議した。しかしこれらの法案は長期間国会で係留状態に留まり結局廃棄や所管委審査委員会に戻されたりして進展がありませんでした。
私たちは今「どうすればより早く犬たちの苦痛を軽減できるか。この狂気の黒歴史に終止符を打つことができるか」を議論し実践しなければなりません。
韓国犬肉禁止は、もはや論争ではなく実行の段階であることを私たちは強く留意する必要がある。
これらの法案は発議にとどまらず絶対に施行されなければならない。与野党はもちろんのこと政府や国会も徹底的に決断を下さなければなりません。
韓国犬肉産業は、精神的時代の流れに逆行しているだけでなく、先進国である現在の韓国とは共存できない。一刻も早く「犬肉完全廃止のための法制定」が必要だ。

The other day, the ruling and opposition parties announced their intentions and introduced a bill to abolish Korean dog meat in the South Korean National Assembly, and the political world now seems uniting their voices toward the “ban on S. Korean dog meat”; however, we have to notice that there are some worrying aspects, too.
Over the past ten years, at the request of South Korean citizens, several lawmakers have introduced bills banning dog meat so far. However, the ambiguous excuse of “social consensus”(which is repeatedly insisted by the Ministry of Agriculture, Forestry, Livestock and Food; the Ministry of Food and Drug Safety; and the Ministry of Environment) and the weak will of the government are stopping the bills from being passed
We must now discuss and act on “How can we alleviate dogs’ auguishness now?” and “How can we put an end to this insane history?”
Now is the beginning of the journey to “normalize abnormal”.
Now we need to be mindful that the S. Korean dog meat ban is no longer a “controversy” but an “implementation” stage.
From now on, those bills must be put into practice, not just proposed. Not only the ruling and opposition parties, but also the government and the Diet must make a thorough decision.
The S. Korean dog meat culture is not only backwards in spirit, but also irreconcilable with the current situation of South Korea.
